How Long Does a Road Occupancy Licence Take to Get Approved in NSW

Road Occupancy Licence

For a standard Transport for NSW Road Occupancy Licence, allow at least 10 working days for processing, plus time to assess the site and prepare the application. Council timeframes vary, and complex occupancies can require a longer lead time. Approval timing should be considered before you lock in crews, plant or delivery dates.

AAA Traffic Control manages road occupancy applications for customers across Sydney and NSW. We work through the planning, documentation and authority requirements so you have a clear point of contact and practical advice about when your work can proceed.

What Is a Road Occupancy Licence

A Road Occupancy Licence (ROL) allows a specified area of road space to be occupied at approved times, subject to conditions. It may be required for activities such as lane closures, crane operations or works that affect traffic flow, even when the activity itself takes place off the road.

An ROL covers the road occupancy. Separate approvals may still be needed for the physical works. AAA helps identify the approvals relevant to your proposed activity early, reducing the risk of discovering an additional requirement just before work is due to start.

Which Authority Approves Your Road Occupancy

Occupancies on or affecting a state road generally require a TfNSW application through OPLINC. Activities affecting only council roads are generally assessed by the relevant local council, whose permit names and procedures can differ.

Some projects involve both authorities. Nearby traffic signals, impacts on adjoining roads and the proposed traffic arrangements can also influence the approval pathway. Our team checks the location and scope of work to establish which applications are needed and coordinate the process.

The Work AAA Handles Behind Your ROL

A successful road occupancy application starts with understanding how the proposed work will operate on site. The road authority needs to assess the effect on the surrounding network, including traffic flow, pedestrian access and access to neighbouring properties. Those details must be reflected consistently in the proposed traffic arrangements and application.

At AAA Traffic Control, we assess your work location, the space required and the proposed timing. We consider how crews and plant will operate, how traffic and pedestrians will move past the work area, and whether the proposed closure is practical for that road environment. This helps identify issues before an application reaches the assessing authority.

Our team prepares the relevant Traffic Guidance Schemes and coordinates the supporting information for the application. Where consultation or additional approvals are required, we identify these and help coordinate them with the relevant parties. You receive clear guidance about the project information we need, without having to interpret each authority’s technical requirements yourself.

We then lodge the application, monitor its progress and respond to authority queries. If the assessor requests revised arrangements or different working hours, we work through those changes with you and update the relevant documentation. Once approval is issued, we explain the conditions that affect your work and help align the traffic control arrangements with the approved occupancy.

For you, this means one team managing the details and keeping you informed. You can focus on organising the job while we handle the traffic planning and approval coordination behind it.

AAA Traffic Control can help

How Long ROL Approval Can Take

The timeframe depends on the authority, the proposed occupancy and the level of assessment required. These are planning guides, rather than guaranteed approval dates.

Application typeTime to allow
Standard TfNSW road occupancyAllow at least 10 working days for processing, plus preparation time.
Council road or footpath occupancyCouncil requirements vary. AAA confirms the applicable lead time for your location.
Complex closures or crane operationsAllow additional time for coordination, assessment and any revisions.
Occupancies needing further council reviewAdditional approval or committee processes can extend the programme considerably.
Extensions or changed datesArrange these before the existing approval expires. Reassessment may be required.

Contacting AAA early gives us time to assess the job, prepare the plans and address authority requirements before your preferred start date. The assessment period is only one part of the overall programme.

How AAA Helps Reduce Avoidable Delays

Delays can arise when the proposed traffic arrangements do not match the work, the application goes to the wrong authority, or further consultation is needed. Changes to work dates, plant locations or closure arrangements can also require additional assessment.

We check that the plans and application describe the same proposed activity and work through foreseeable constraints before lodging. During assessment, we manage follow-up queries and keep you informed of changes that could affect the programme. If your scope or dates change, let us know promptly so we can review the effect on the approval.

The final decision and approved working hours remain with the road authority. Our role is to prepare a well-considered application, manage the process and reduce avoidable rework, giving you a more reliable basis for scheduling the job.

Frequently Asked Questions

Can AAA Manage the ROL Application for Me

Yes. We can assess the proposed occupancy, prepare the relevant traffic plans and manage lodgement and authority liaison on your behalf. We will explain the project information we need from you and identify any separate approvals that may be required.

Can I Get an ROL in Less Than 10 Working Days

Do not rely on a shorter turnaround when scheduling a standard TfNSW occupancy. If your project is urgent, contact AAA so we can discuss the circumstances with the relevant authority. Expedited approval depends on that authority and cannot be guaranteed.

Do I Need Approval for Work on a Council Road

You may need a council road or footpath occupancy permit. TfNSW involvement may also be required if the activity affects a state road. AAA checks the location and proposed activity to identify the relevant approval pathway.

Can an ROL Be Required for Work Off the Road

Yes. An activity taking place off-road may still require an ROL if it is likely to affect traffic flow or the operation of a state road. We assess those impacts as part of the planning process.

What Happens if My Work Dates Change

Contact AAA as soon as you know the programme has changed. We can review whether an amendment, extension or new application is needed and coordinate the request. Revised dates remain subject to authority approval.

How Much Does an ROL Cost

Standard TfNSW ROL applications currently have no authority application fee. Council fees vary. Traffic planning and application management are separate professional services, and AAA can provide a quote for your project.
